These stamps was to be issued on 28 December 1973 as per the mail dated 6 December 1973 but due to unknown reasons they were not issued. Some of the stamps made it to dealers before the issue date and were sold before the letter was sent out that the issue was being cancelled.
These stamps features liquid crystals gel which changes color as per the heat applied to it. But due to some reasons the liquid crystal gel remains black permanently.
